Use mouse wheel to scroll tabs

When editing a large number of documents, it would be useful for the tab strip to be scroll-wheel sensitive
I.e. when there are more documents open than fit in the tab strip, the scroll wheel could be used to scroll left/right as is currently accomplished with the two arrows at the right.

I added this feature to JideTabbedPane and checked in to JIDE Common Layer. It will take a while before we have next release as it is holiday in US but you can get it from JIDE Common Layer and play with it if you want.
